A Complete Guide to EU Battery Regulation (EU) 2023/1542 for Lithium Batteries

2026-09-07

The (EU) 2023/1542 Battery Regulation is the European Union’s latest and most comprehensive legal framework for all battery products sold within the EU market. Officially enforced to standardize battery safety, sustainability, labeling, and waste management across all member states, this updated regulation replaces previous battery directives and applies to all lithium batteries, including portable cells, battery packs, industrial batteries, and batteries embedded in electronic devices, inverters, lighting equipment, and IoT products. For all lithium battery manufacturers and exporters supplying the European market, compliance with EU 2023/1542 has become a mandatory market entry requirement.

1. Full Scope of Application

EU 2023/1542 covers every type of battery placed on the EU market, regardless of size, capacity, or chemistry. It strictly regulates five core categories: portable rechargeable batteries, SLI (starting, lighting and ignition) batteries, light means of transport batteries, electric vehicle batteries, and industrial lithium batteries. Even batteries pre-installed or assembled into finished electronic products are fully subject to this regulation, leaving no exemptions for mainstream consumer and industrial lithium battery solutions.

2. Strict Hazardous Substance Restrictions

To guarantee consumer safety and reduce environmental pollution, the regulation enforces rigorous limits on harmful substances in lithium batteries. It aligns with EU REACH and ELV standards, prohibiting excessive levels of mercury, cadmium, and lead. Except for legally exempt scenarios, all lithium batteries supplied to Europe must meet non-toxic and low-pollution material standards, eliminating unqualified batteries with excessive heavy metal content from the market.

3. Battery Labeling & Traceability Requirements

The (EU) 2023/1542 Battery Regulation enforces strict, standardized labelling and full lifecycle traceability rules for all batteries sold in the EU market, with upgraded mandatory QR code requirements taking effect from February 18, 2027. All lithium batteries must be marked with permanent, clear, and indelible labeling that cannot be easily worn or removed, covering core information including battery model, rated capacity, chemical composition, manufacturer details, recycling symbols, and compliance marks. For high-spec products such as large-capacity industrial batteries and electric vehicle batteries, additional carbon footprint labeling and performance classification identification are mandatory.

A core highlight of the updated regulation is the mandatory unique QR code traceability system. Every battery placed on the EU market must be equipped with an exclusive QR code, which links to complete digital information including product specifications, production records, compliance certificates, recycled material content, and lifecycle data. For industrial batteries over 2kWh, light means of transport (LMT) batteries and EV batteries, the QR code further connects to the official digital battery passport, realizing full transparent traceability from production and sales to recycling.

Howell Energy fully complies with the latest EU labelling and QR code regulations. To meet stringent EU traceability standards, we have launched a one-product-one-unique QR code system for all lithium battery products. Each battery is assigned an independent exclusive QR code, with no repetition or reuse. Scanning the code enables customers, distributors and EU regulatory authorities to instantly access complete product information, compliance documents, production data and qualification records. Our indelible laser marking process ensures the QR code and label information remains intact for long-term use, perfectly meeting EU 2023/1542 traceability and labelling requirements, and helping clients achieve barrier-free customs clearance and market sales in the European region.

5. Removable & Replaceable Battery Rules

For most portable electronic devices, lithium batteries must be easily removable and replaceable by end-users without professional tools. This rule facilitates convenient battery replacement and standardized recycling. Only special scenarios involving power supply continuity and data security are eligible for exemptions, effectively reducing electronic waste and improving product sustainability.

6. Performance Durability & End-of-Life Recycling Targets

EU 2023/1542 sets unified minimum performance and durability standards for general-use lithium batteries, requiring stable cycle life and discharge performance to avoid low-quality short-life products. In terms of waste recycling, it clarifies phased recycling rate targets: the lithium recycling rate will reach 50% by 2027 and 80% by 2031, pushing manufacturers to undertake end-of-life battery recycling responsibilities.
